That said, the great benefit of public inquiries, as opposed to parliamentary scrutiny, is that their breadth allows for an exploration of issues in a way that promotes “cool thinking” (balanced, reflective, evidence-based) over “hot rhetoric” (aggressive, adversarial, emotive).
